To get sharp photos with a telephoto lens, use a shutter speed of at least 1/(focal length), turn on image stabilization in the right mode, stop down one stop from wide open, and use a tripod with a remote shutter release for stationary subjects. Most telephoto sharpness problems come from camera shake, not lens quality.
For waterfall photography, a 6-stop ND filter (ND64) is the most versatile choice. It gives you enough light reduction to shoot at f/11 and ISO 100 while creating silky water blur at shutter speeds between 1/4 second and 2 seconds. A 10-stop ND is better for very bright midday conditions.
